about a month or two ago. I just think that the admins should give an option on our User CP to turn it off. People waste their time repping/negging me and whoever else that think it'll save other people time and becoming rep crazy.

Admins can't just put a turn off rep button. They can however turn it off for a whole usergroup which I don't think will work because some people want their rep.

There's no such thing as a no reason neg, even if they put ".", they usually don't want to explain it because they don't think you're worthy enough to waste time on, or maybe the reason is just so blatantly obvious, but you're just too moronic to see it. Or they could just be having a bad, and need a way to vent their anger. Either way, there's always a reason, if you don't want a red rep, don't post.

And I love Gyspy's no reason pos/negs.

No, Hawk, there really is no neg rep without a comment. It's not possible. Try neg repping anyone without a comment and it'll say "please state a comment".
