Some people prefer to live at their place of birth. Some people are not able to receive a passport to move to other countries. Some people may only receive jobs in specific locations. So they basically prefer to know that there is a risk of a natural disaster and have a job to be able to purchase things to survive, rather than dying on the streets. Other people find it more profitable to live in these places (cheaper homes/rent, higher income, cheaper goods, etc.). So some either permanently live there, or live there temporarily until they get a good start to live in more expensive regions. The reasons are endless. Some people will take it too far to survive. Heh, reminded myself of the Saw series.
