sir I've been 1500 for the past decade or so.
So I decided to go 1700....on a 1200 account.

Netjak doesn't do "alliances". It has clans which it is on good terms with, and clans that it is on bad terms with (a very small number). The closest thing to allies that we have are Gold Jumpers, mainly because they are a spin-off clan created by netjak members.

That is why I joined netjak 4 years ago. Besides Bootsie wouldn't let me join SI at the time
