Use this handy web tool to resize your animated images for you siggies and/or avatars.

Gif Image Resizer - Resize Animations Online

free and online.

NOTE: you must save the image to your computer, right click and save it. They do not host images, only resize them.

I would say use animation shop, but you have to "buy" that.
